Unique apartment complex finding success in first year

Partnerships in Elmira mean independent living is possible

After nearly a full year of operation, the unique partnerships in Elmira that have allowed four people who have an intellectual disability to live independently have been a great success.

The Snow Goose Apartment Complex was built through the efforts of Elmira District Community Living (EDCL) and the Elmira Developmental Support Corporation (EDSC), in partnership with the Waterloo Housing Corporation and Renison College ’s Faculty of Social Work through the University of Waterloo.

The complex provides affordable housing for up to four people who have an intellectual disability, and funds the costs of two students who receive free accommodation and a full scholarship to the Renison program, in exchange for their commitment to being good neighbours.

One of the two students must always be home during the night, and they spend around 12-14 hours a week with their neighbours hanging out, watching movies, or whatever good neighbours do to provide a bit of a social safety net.

EDCL executive director Greg Bechard says results have been fantastic on all counts.

“It’s worked out really well, and the difference in the relationship between a paid staff person and this kind of relationship (with the students) is significant. The relationships are very spontaneous and very natural . . . and totally co-ordinated by them,” says Bechard.

The students completed their first year commitment and are currently committed to a second, which officially began in May. A major part of the appeal for the students, according to Bechard, is the fact that their living arrangements and the friendships they build with their neighbours is a direct complement to their education. 

The offer of the scholarship and rent-free accommodations is, of course, a great benefit as well.

The fact that it is going as well as it is indicates there are some definite benefits to the concept, one of which is more efficient use of ministry funding for operational costs associated with congregational living, for example.

Community inclusion for the people living there and an expansion of their networks in the community is another great benefit, and that’s why Bechard, the organizations he serves, and a host of staff and volunteers are just getting started.

Another project, similar to Snow Goose, yet larger in scope, is in the beginning stages of development.
